Milton Foster Chosen As Chairman of IECJuly 18, 2001 Milton L. Foster, business manager and financial secretary of IBEW Local 191, Everett, Washington, is the new chairman of the IBEW International Executive Council. International President Edwin D. Hill on July 12 appointed Foster as IEC Chairman to succeed Jack McNally, who resigned as chairman of the IEC. The IEC confirmed the appointment of Foster. Foster has represented the Seventh District on the IEC since he was elected to that post at the 35th International Convention in Philadelphia in 1996. Foster has been a member of the IBEW since 1968 and business manager of Local 191 since 1987. Under his leadership, the Locals emphasis on organizing has expanded the local from 550 to more than 1,700 members and the number of employer contracts from 14 to 200. After four years of JATC training, Foster became an inside journeyman wireman in Local 191 in 1970. He served the local as shop steward, a member of the negotiating committee and delegate to the AFL-CIO central labor councils for Snohomish and Skagit counties. Since his election as business manager in 1987, he has been on the JATC board of directors and a trustee for both the Ninth District and Pacific Coast pension funds. He is a former president of the Washington State Association of Electrical Workers and of the Northeast Washington Building Trades Council. He has also served the building trades as a national convention delegate. |
